Achtergrond
Oejgoeren zijn Turkssprekende, voornamelijk soennitisch Islamitische groep met een lang geschiedenis in het hart van Azië. Zij zijn gesitueerd in het westelijke regio van China, een gebied waarop vele rivaliserende rijken, krijgers en etnische groeperingen hun aanspraak op hebben gedaan. In 1949 is dit gebied geannexeerd door volksrepubliek China. In 1955 heeft het volksrepubliek China het gebied benoemd tot Xinjiang Uyghur Autonome Regio (XUAR) waarmee dit gebied volgens de Chinese grondwet de etnisch minderheden de mogelijkheid geeft om hun eigen autonome regering verwezenlijken.
Na medio 1990 hebben de Oejgoeren in de regio een agressieve campagne moeten doorstaan die door de Chinese autoriteiten werd gevoerd. Deze campagne was gericht tegen de “drie kwaden”: “terrorisme, separatisme en religieuze extremisme”. Dit heeft geleid tot stijging van willekeurige arrestaties van Oejgoeren, oneerlijke rechtszittingen, martelingen, ontheffing van economische, sociale en culturele rechten. Sinds de aanval in de VS op 11 september 2001 is deze situatie verslechterd en leven de Oejgoeren in ernstige onvrede door de intensificatie van de Chinese autoriteiten van hun campagne die gesteund wordt door het internationale beleid tegen terrorisme. Vele academici en ooggetuigen zijn van mening dat deze steun voor deze situatie onbevestigd is. In 2008 zijn een serie van gewelddadige incidenten, die volgens de Chinese autoriteiten door Oejgoers separatistische groepen zijn veroorzaakt, als reden gehanteerd voor het meedogenloze inzinking van de Oejgoerse populatie. In juli 2009 hebben er demonstraties plaatsgevonden in Urumqi en andere steden die bloederig terneer zijn geslagen.

Background
Uyghurs are a Turkic speaking, mainly Sunni Islamic group with a long history at the heart of central Asia. In China, they are concentrated in the western region of the country, an area historically claimed by competing empires, warlords and ethnic groups. In 1949, the region was integrated into the People’s Republic of China. In 1955, the People’s Republic of China established the Xinjiang Uighur Autonomous Region (XUAR), a status that according to the Chinese Constitution entitles ethnic minorities to organs of self-government in order to exercise autonomy.
In the mid to late 1990s, Uyghurs in the region faced an aggressive campaign by the Chinese authorities against the “three evils”: “terrorism, separatism and religious extremism”. As a result, increased numbers of Uyghurs have been subjected to arbitrary arrests, unfair trials and torture, and their economic, social and cultural rights have been eroded. This has worsened since the attacks in the USA on 11 September 2001 as the Chinese authorities cast Uyghur discontent within the framework of international terrorism, claims that many academics and other observers consider unsubstantiated. In 2008, the authorities used a series of violent incidents, allegedly carried out by Uyghur separatist groups, as a pretext for launching a sweeping crackdown on the Uyghur population. In July 2009 demonstrations in Urumqi and other towns were repressed violently.
